While you are offline
If you were part way through a transaction when the connection went, the safe move is to do nothing until you are back online and can see the result for yourself. A transaction that has been broadcast will still be there. One that has not will not have happened. Neither state gets worse by waiting.
Do not retry a send because the screen did not update. That is how the same amount goes out twice.
When you are back
Live prices, the market pages and the site search need a connection, so those will look empty until you have one. Everything else works.
