Is Hedera actually a blockchain?
Technically no. It uses a hashgraph, a different structure for reaching agreement that does not chain blocks together. The practical effects are similar and the mechanism is genuinely different.
Who controls Hedera?
A governing council of large organizations runs the nodes, on fixed terms. That is unusually centralized for a public network and is presented as a feature by the project, since the council members have reputations at stake.
