Newer chains have shorter track records under real adversarial pressure.

An independent chain that plugs into Polkadot and inherits its security rather than recruiting its own validators. Slots were originally auctioned; the model has since moved to buying blockspace more flexibly.

Can you deploy a normal smart contract on Polkadot?

Not on the relay chain, which exists to coordinate and secure rather than to run applications. Contracts go on parachains, several of which are EVM compatible.
