The parts that change the answer
Order book against quoted price
Binance.US matches you against other traders, so you can place limit orders and see the depth. Uphold quotes you a price it will honor. The first is cheaper and the second is simpler.
What you can hold
Uphold covers asset classes no crypto exchange does. If that is the reason you are looking at it, the fee comparison is mostly beside the point.
Both are custodial
Whichever you use, the coins are theirs to hold until you withdraw. Neither is a storage decision.
