An all time high is exactly what it says. It matters psychologically because above it, every single holder is in profit, which removes the supply of people waiting to break even before selling.
That is also why old all time highs often act as resistance on the way back up. A lot of people who bought there have been waiting a long time to get out.
Watch how price behaves at a previous all time high. Reclaiming it convincingly is a different signal from touching and rejecting it.
