A sustained period of rising prices and rising optimism.
A bull market is a stretch where the general direction is up, dips get bought quickly and confidence builds on itself. In crypto these have historically followed a rough four year rhythm connected to the Bitcoin halving and to global liquidity.
Bull markets make everyone feel like a genius. That feeling is the main risk they carry, because it encourages larger positions and looser standards right as prices get expensive.
In practice
In a bull market almost everything goes up, which makes it very hard to tell skill from luck.
